Menard is the manager of the Cold Springs Harvest Camp.
He turned most of the Unwinds in his camp against Hayden through the use of lies.
He also expressed an interest to keep Hayden's finger a chain once the Cap-17 was removed and Hayden was unwound, unfortunatley for Menard Starkey and the Stork Brigade attacked the Cold Springs Harvest camp and freed all the Unwinds.
Starkey then commanded Hayden to kill Menard using a pistol. When Hayden refused, Starkey called upon a nely rescued stork to kill Menard.
The stork did so without hesitation and shot Menard.
